- HMO licence: Oxford City Council mandatory HMO licence £3,190 from 1 April 2026, 5-year licence amortised at £638/yr. The landlord pays this under either route, so it shows on both sides for honesty. Source.
- Council tax (HMO): HMOs treated as single dwellings since December 2023, landlord liable. Source.
- Letting agent fees: 12% inc VAT typical for full HMO management in Oxford. Independent letting agent surveys 2026.
